Design and implementation of a meteorological observation station operation and maintenance supervision system

摘要
气象观测站点运行状态直接影响观测资料质量。针对基层气象部门站点分散、现场监管薄弱、维修过程留痕不足及处置时效难以量化等问题,结合安庆市气象局“13612”快速核查处置工作机制,设计并实现了一套覆盖移动端与管理端的运维监管系统。系统采用前后端分离架构,后端基于Flask与SQLAlchemy构建业务服务与数据模型,管理端基于Vue3实现站点监管与统计分析,小程序端基于uni-app实现移动定位、到站登记、照片上传和维修登记等功能。核心算法引入基于Haversine公式的站点地理匹配方法,自动比对运维人员定位与站点坐标,实现到站真实性校验。系统围绕“到站登记→故障填报→修复登记”形成全过程数字化留痕与闭环管理,后台自动计算处置时长并进行超时判定,同时支持多维统计分析。应用结果表明,该平台提升了故障处置的可追溯性与监管效率,为基层气象装备保障信息化提供了可行方案。

Abstract
The operational status of meteorological observation stations directly affects observation data quality. To address problems in grassroots meteorological departments, including scattered stations, weak field supervision, insufficient traceability of maintenance operations, and difficulty in quantifying disposal timeliness, this study designed and implemented an operation and maintenance supervision system for the "13612" rapid verification and disposal mechanism of the Anqing Meteorological Bureau. The system adopts a front-end/back-end separated architecture. The back end is developed with Flask and SQLAlchemy, the management terminal is built with Vue 3 for supervision and statistical analysis, and the mobile mini-program is implemented with uni-app for positioning, arrival registration, photo upload, and repair registration. A geographic matching method based on the Haversine formula is introduced to compare personnel location with station coordinates and verify on-site arrival. The system supports a closed-loop workflow of arrival registration, fault reporting, and repair registration, automatically calculates disposal duration and overtime status, and provides multidimensional statistics. Application results indicate that the platform improves the traceability and supervision efficiency of fault handling and provides a feasible technical solution for grassroots meteorological equipment support.
